Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.  This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

Job Summary:

The Tunnelling Construction Manager is responsible for the safe, compliant, and integrated delivery of all tunnelling and shaft works for the AP1000 Poland Project. The role provides end‑to‑end leadership across design development, constructability, planning, procurement, and execution of underground works, ensuring alignment with nuclear quality standards, Polish regulatory requirements, and overall site execution logic.

The position acts as the single point of accountability for tunnelling execution readiness, managing interfaces with marine works, diaphragm walls, deep excavations, permanent plant and equipment, and Design & Build (D&B) contractors, while representing the project in SRG/ERP and regulatory technical forums.

Major Responsibilities:

Engineering Oversight & Technical Assurance

  • Lead technical oversight of all tunnel and shaft engineering deliverables, ensuring they are fit‑for‑purpose and constructible.
  • Review and challenge tunnelling design consultant outputs, including:
    • Design Basis Documents
    • Geotechnical Baseline Reports (GBR)
    • Tunnel and shaft design calculations
    • Temporary works and ground support concepts
    • TBM selection, launch/retrieval, and logistics studies
  • Evaluate constructability and execution risk for soft‑ground tunnelling, marine shafts, and complex groundwater conditions, including settlement control and monitoring strategies.
  • Ensure tunnelling design assumptions are consistent with adjacent works (marine structures, diaphragm walls, deep excavations) and permanent plant interfaces.

Project Execution Planning & Scheduling

  • Develop, own, and maintain the Level 3 tunnelling and shaft schedule, integrated with overall site and unit‑level execution plans.
  • Define tunnelling execution logic, critical path drivers, and access/hand‑over dependencies across:
    • Marine works
    • D‑wall and excavation scopes
    • Precast and permanent works interfaces
  • Lead planning readiness for Design & Build delivery of underground works, ensuring engineering maturity, permitting, and procurement sequencing are aligned.
  • Identify schedule risks associated with ground conditions, TBM performance, segment supply, and regulatory hold points, and define mitigation strategies.

Other Major Responsibilities:

Contracting, Procurement & Commercial Support

  • Define and support contracting strategies for tunnelling and shaft works, including packaging, risk allocation, and interfaces with other civil contracts.
  • Lead preparation of EPC Scope Requirements (SR) for underground works, ensuring clarity on:
    • Technical scope and performance requirements
    • Quality, safety, and nuclear assurance obligations
    • Interface and responsibility boundaries
  • Support identification, pre‑qualification, and technical assessment of tunnelling contractors and specialist subcontractors, including compliance with Polish local content requirements.
  • Provide technical input to contractor audits, bid evaluations, and clarification processes.
  • Oversee overseas procurement of TBM components, tunnel segments, and specialist equipment, ensuring logistics, customs, and quality requirements are addressed.

Regulatory, Permitting & Environmental Support

  • Support integration of Polish regulatory and permitting requirements related to tunnelling, shafts, groundwater control, and marine works.
  • Provide technical input to Environmental Impact Assessment (EIA) documentation and permit submissions related to underground construction.
  • Ensure tunnelling methodologies and monitoring regimes are aligned with regulatory commitments and approval conditions.

Construction Execution & Interface Management

  • Provide technical and execution leadership during the construction phase, acting as the client‑side authority for tunnelling works.
  • Manage interfaces with:
    • Marine works
    • Diaphragm walls and adjacent deep excavations
    • Permanent Plant & Machinery (PPM) and Plant Manager
    • Design & Build contractor engineering and construction teams
  • Establish and oversee tunnelling quality systems, including nuclear quality documentation, inspection regimes, and compliance with SRG requirements.
  • Lead coordination with the Monitoring Manager on settlement, instrumentation, and trigger action response plans.
  • Represent the tunnelling scope at Safety Review Group (SRG) and Engineering Review Panel (ERP) meetings.

Education and Experience Requirements:
